A jeweler heads down to the market with some sapphires and rubies that he hopes to sell. He has 59 jewels in all and has them packed in small bags. The sapphires are small and fit nine per bag. The rubies are larger and fit four per bag. If all the bags are filled completely with either rubies or sapphires, how many of the jewels were rubies?
